Fieldset to group some fields

The "Multi-Page" feature is good to group some fields by using Tabs/Pills/Accordion.
However, using Multi-Page feature above cannot display all the form element visible all together. Some are displayed in the active tab, and the others are hidden that placed in inactive tabs.
That would be better if "Fieldset" feature is available, too, so that the form elements can be groupped and they can be displayed all together.
