Maintenance Mode

Please add the ability for a Maintenance Mode. If activated, only Hardcoded Admin can access Database. All other users should see a message like: "The site is in Maintenance Mode, please visit us later"

This is quite easy to implement - only requires a few lines of PHP in the Page_Loading event and a small control record to activate/deactivate the feature and/or allow a message to be specified.
